Client Challenge

Our client works in onshore and offshore exploration and the development of oil and natural gas reserves in the lower 48 US states. Like all owners, lessees and operators in the Gulf of Mexico, Fairways Offshore Exploration, Inc. is required to conduct a three-yearly safety and environmental management system (SEM) audit (in accordance with 30 CFR 250 Subpart S).

The company asked us to support, as a third party accredited by the Centre for Offshore Safety (COS). Failing to conduct this audit satisfactorily would mean non-compliance with a regulatory requirement and potentially heavy fines.

How we helped

We responded rapidly to the request for the SEMS audit, which was required within a tight timeframe of 30 days.

Our first project deliverable was the written audit plan, submitted for approval to the Bureau for Safety and Environmental Enforcement (BSEE). Audit site visits must review implementation of the management system across 15% of the total facilities. Our audit included:

  • the headquarters of Fairways
  • a shut-in production platform off the Texas coast (the High Island 154JA)
  • the operations base of the operating contractor.

On completion of the field audit, we visited our client at its headquarters for follow-up sessions, as well as a closing meeting to discuss audit findings.

Results and benefits

The SEMS audit was conducted within 30 days, as specified by regulations. Our work identified issues with the management system, helping our client to strengthen its business and demonstrate continual improvement. This included identifying risk and improving performance.
